Child Neglect PDF Print

Child neglect is "characterized by omissions in care resulting in significant harm or risk of significant harm."2 Chapter 3 Child neglect can be in the form of physical neglect, educational neglect or emotional neglect.
  • Physical neglect includes failure to provide health care, delay in health care, abandonment, inadequate supervision, inadequate nutrition, clothing or hygiene, reckless disregard for the child's safety and welfare (such as driving with the child while intoxicated, leaving a young child alone in a car or inattention to avoidable hazards in the home), and refusal to accept custody of a child.
  • Educational neglect includes failing to enroll a child of mandatory school age in school, causing a child to miss at least 1 month of classes, permitting chronic truancy (not attempting to intervene if a child misses an average of 5 days a month of school), and not paying attention to a special education need.
  • Emotional neglect includes inadequate nurturing, inadequate affection, exposing the child to chronic or extreme domestic violence, permitting or encouraging drug or alcohol abuse, refusal or delay in psychological care, and permitting maladaptive behavior such as chronic delinquency or severe assault.

Quick Tip

Ask questions. Notice if your child doesn't want to be around a particular person and ask about it. It could be a warning sign.
